Repeated Creation of Workflow on Canvas

It is expected only one workflow will be created when creating a workflow on canvas, but it is now two workflows will be created simultaneously. Nov-11-2021 15-10-02

@gzgzgzgzgzgz for some reason I really cannot reproduce this issue on master (or on prod server). If you still have the issue, can you try to debug a bit see the real cause of it?

This has been partially relaxed by #1457, however, to properly fix it, we need resolve #1458 first.
