Questions about COCO dataset crowd labels

The COCO dataset's annotation is not complete, for example, when there are crowd persons, the key-points will be not annotated and a segment mask annotate the persons are in crowd region. Normally , those region should be masked out when training, I do not see this part in the code, is there any reason?
