Workbench init list not applied

When there is more than one initializationUrl defined workbench list won't be applied from all of them but only the last one is used.

i.e. map with catalog and basemaps initializations, where first defines catalog content with workbench list and second only defines basemaps. When user opens the map there workbench is empty although. p.s. the order of initialization can't be changed since basemaps init references data from catalog init
