Fix load order

  • Plugins (may need to do things before loading init sources)
  • internationalisaion init (should wait until english is loaded)
  • Workbench is empty when loading items in share link

Create dependency graph - write load order docs

Maybe try to simplify index.js - or at least async/await-ify
