Add weather radar from BoM

Weather Radar Maps - re BOM

At the moment -- live 'loop' radar images are divided into states with each capital being accessible only by viewing each separate state.

While there is a broad image that covers the entire continent - it does not allow for a viewer to zoom into each state by capital / area.

The material therefore appears a bit patchy & you don't really get to see how the entire thing fits together.
