Review parcel layers for all states

Had a recent feedback on natmap about broken parcel layers for NT. I have fixed them, but checking the parcels for other states at random, I found:

• some of them are not loading correctly - example TAS, WA
• the source endpoint has many more layers that might be useful. We need to check if it makes sense to add the whole group or more layers. Here is the one for QLD.
• There is no group for VIC
