NationalMap - data disable doesn't work

I think I found a bug in the beta version of national map. Sometimes disabling datasets that have been loaded to the map does not make them disappear.

To reproduce the bug, try the following: • open the beta version (https://beta.nationalmap.terria.io/) using Microsoft Edge • load the following dataset: Energy -> Electricity Infrastructure->Network Opportunities->New generation connection capacity->transmission->transmission powerlines • load the following dataset: Energy -> Electricity Infrastructure->Network Opportunities->New generation connection capacity->transmission->transmission substations • click on some of the powerlines and substations to bring up feature information boxes, then disable the Transmission powerlines dataset. You may need to try this several times to reproduce the bug, which results in the powerlines remaining on the map when the dataset is not enabled.
