[Search bar] Be able to search an address in the search bar even if there is no layer activated

Currently the search bar is only usable if there is a layer activated.

The search bar must always be activated (even if there is no layer on)

Admin django :

• decide if the search bar works on nominatim (default) or nominatim and layers
