Update to 1.17

[Vaerian]

This is a PR purely for the sake of tracking the update from 1.16 to 1.17. All work on the 1.17 update will be done in the Vaerian/Cinderscapes repository and then once it is done the commits will be quashed and we can merge it into the main repository.

If you want to contribute to updating to 1.17 open a PR in the Vaerian/Cinderscapes repository. Likewise PRs tracking 1.17 should be opened there as well.
