Localization planning ticket

BUGOUT should be designed to localize all strings presented to the user.

We should use the efforts in Sabaki as much as possible, so that we don't have to do everything ourselves.

We have created many text messages that differ from Sabaki, as well.

This is a planning ticket and the level of effort to get this done will be large. Let's make sure we have a way to break down the work into small, manageable chunks
