Add Halt on Install support for Redhat

In SLES right now, the installer will stop if it detects an error with initializing/partitioning storage and output a message to the frontend message queue. It would be good to port this to Redhat as well to have the same capability. After some investigation, this would require a different approach to how SLES currently does it.
