Migrate to TencentCloud API v3

Now we are using https://github.com/dbdd4us/qcloudapi-sdk-go to access Tencent Cloud API, which is broken now. We should migrate to the offical SDK https://github.com/TencentCloud/tencentcloud-sdk-go.

I can confirm that this repo can work on the Kubernetes version=v1.18 on Tencent cvm(Not all the features, loadbalancer relevant is working well). Also the repo https://github.com/dbdd4us/qcloudapi-sdk-go was archived and not under maintain, but may not all features were broken. I mean that if you guys who going to do a quickly test with this repo some features I said above can be work well, so, may not have to try to develop from zero with V3.
