为 VLC 添加 H.266 解码支持的代码提交在这里：https://github.com/TencentCloud/O266player/commit/b5f270f481b98a8cb85427ae107230f50f3336f2

然后添加 编译参数 -lth266dec 来链接 libo266dec 腾讯提供的动态链接库，不过这里的链接名字看起来和腾讯提供的动态链接库名字不吻合。

腾讯提供的 libo266dec 动态链接库可以通过这个页面下载：https://multimedia.tencent.com/zh/resources/vvc-player 只提供了 macOS 和 Win64 的版本。
