feat: 获取文件变更列表增加缓存

目前getMergeRequestChangeInfo和getChangelistFiles接口调用是如果一个事件触发过来，如果这个事件配置了多条流水线事件触发，就会调用很多次，出现很多无用的请求，增加一个threadLocal缓存，减少调用次数
