Recommended merge to a separate windows branch to resolve requirements adds updated requirements to manually link to windows environments .whl compilers, added default known good windows Torch for training use, added windows triton whl adds windows bat, and creates easy launcher that runs local host for windows. framework tested for visual studio 2019 and python 3.10 default installation paths, readme should be modified to match instruction for compilation needs Microsoft Visual Studio 2019 Default installation location Windows 10 SDK (Default installed version) CLI++ Tools for Windows Compiler (Needs to be installed with Visual Studio 2019 in extensions)

Tested working on WIndows 11 5.6.2024

creates VENV btw so that all docker usage remains the same and windows req can be omitted in docker settings for linux users
