Implement weather-night-filled

What would you use this icon for?

As dark theme icon.

Give us an example of what this icon might look like.

The theme-light-dark uses weather-night but filled. I suggest implementing a filled version of that icon for consistency.

Renaming this would be a breaking change for the next version. The current weather-night should become weather-night-outline, and this new one should be the new weather-night.

The icon weather-night-filled will not actually be added yet. In version 8, we will rename weather-night to weather-night-outline and add the filled version. Sorry for any misunderstanding.
