Updated buildings documentation

Contains updated documentation for the buildings sector database (residential and commercial) constructed from NREL EFS, EIA and Markal. Also includes some ancillary image files for the documentation.

A couple files can be deleted once this PR is resolved:

  1. 'oeo/data_aggregation/state_regions_cluster.csv'
