Update Filter UI to make un-negating more easily discoverable

When negating a filter twice, the negation gets removed. However, no one is discovering this, so we're getting occasional error reports that negating is not possible. Update the filter system so it offers to 'un-negate' when selecting a "not" filter so that the feature is more easily visible.
