Doesn't allow adding a contact with a phone number without Contacts (Address Book) access and having it registered

Expected Behavior

The app should give an option to simply add a phone number. One step. Simple.

Actual Behavior

Currently it gives an alert which only opens Settings to get full contacts access. It needs a registered contact with permission to access the user's address book. Instead of simply adding a phone number, you need to open Contacts, create a new one, add the phone number, save it, then go back to Telegram, and look for the contact

1. Try adding a new contact with a phone number
