Bug when sending videos when changing quality

Description

Hello to amazing team of Telegram, a big bug that I and many iOS users have encountered is when sending videos with "various qualities" in Telegram. This problem is that when we change the video quality from 1080 to 720, the following happens:

1. Half of the video is cut and the whole video is not sent.
2. Its quality is sent instead of 720, 360 or...
3. It gets stuck in processing or uploading and is difficult to send.

Please fix this bug as soon as possible, it has become very annoying and sometimes even uninstalling and reinstalling Telegram doesn't fix it.

Expected Behavior

The video can be easily processed and uploaded in the chosen quality, without being cropped or sent in a different quality.

Actual Behavior

3. It gets stuck in processing or uploading and is difficult to send.

Steps to Reproduce

1. We enter the gallery from the bottom pin of the chat.
2. We select the desired video in gallery
3. We will change its quality and send it
4. In some phones, when sending, the video is brushed or sent with a different quality. «In some cases, it has been seen that it even gets stuck in the processing stages and is not uploaded.»

Device: iPhone 13
