Description

I have several groups with topics. The topics operate on a schedule. Every day in the morning the topics open, and in the evening they close. This is managed by a bot according to the schedule. After opening the topics, for some users, the topics remain closed. Clearing the cache, restarting the application/phone does not help. If you log in through the web version of the Telegram client, the topics there are open. I have attached screenshots. The closed topics in the client, open in the web version.

The problem is observed on any iOS devices, as well as on the official client for macOS.

Expected Behavior

Topics opened after reopen.

Actual Behavior

After opening the topics, for some users, the topics remain closed.

Steps to Reproduce

1. Create group with topics
2. Add more-more users to group
3. Close topic
4. Reopen topic

The "reopen" button is available. But when it is clicked, nothing happens, as the topic is already open.
