Option for creating folders per hour, option to add time separators to filenames, minor cleanups

Adding option to create separate folders for every hour. Adding option to insert separator characters to time stamp based names. Refactoring logging so debug logging is respected across download.py and video.py. Minor fixes: typos, removing some unused imports, readability changes.

Tested on Ubuntu 22, Python 3.10, command line interface only.
