Atomically move installedPacks.tmp to installedPacks

Related to https://github.com/TechnicPack/LauncherV3/commit/2485e3c6b80b19e0b7bb1ae6d4dc7f21955a4fb6, there doesn't seem to a sure way to atomically move a file to another.

There is this open request in FileUtils: https://issues.apache.org/jira/browse/IO-598
