It just does not work, if you leave a block somewhere behind the cart, you'll see that the cart has not moved/moved only few blocks as you were still in loaded chunks when running away/coming closer to it.

Theres nothing about Steves Carts in forgeChunkLoading.cfg Its enabled in stevescarts.cfg
