🛠️ Repo: Overhaul development tooling

This repo's development flow hasn't been worked on in quite a while. It still uses Grunt, doesn't have GitHub issue or PR templates, and no longer has CI running for anything. Not ideal.

Filing this issue on myself to overhaul the development flow. My default behavior is to essentially use the same tooling as the http://github.com/JoshuaKGoldberg/create-typescript-app template. I'll want to confirm with @TechNickAI before doing anything though.
