[Feature]: Remove and replace Chakra UI elements in Footer Component

Currently, there are a few components in the footer component that are leveraging Chakra UI. They would need to be replaced by ShadCN or existing atoms in the project.

There are also code that is commented out that should be removed entirely.

Describe the solution you'd like A clear and concise description of what you want to happen. Add any considered drawbacks.

Replace the components leveraging Chakra UI with Tailwind equivalents or with pre-existing atoms. Remove all instances of Chakra UI and any commented code in this component.

Sorry it took so long to get back to you. So we don't have Preline installed in the project yet but if you'd like, you can take that on and this as well. It's currently assigned to someone else but I can move it to you if you're interested.
