[Feature Request] Adjustment of Hold Heads overlap order

As mentioned in the Discord conversation, Project OutFox has the following two problems with drawing Holds
- Holds that come later are always drawn in front, regardless of the ReverseDrawOrder setting
- Hold Heads are drawn on the same layer as Hold Bodies, so when they overlap with Tap Notes, the overlapping order is unnatural
The latter is particularly problematic, as the arrows do not overlap in a uniform order, making them very difficult to see in some cases

Describe the solution you'd like
In DDR, the Hold Head is processed in the same layer as the Tap Note, making it very easy to locate the Hold Head It should be possible to handle this by drawing the Hold Body first and then drawing the Tap Note and Hold Head at the same time
However, the current drawing process was implemented a long time ago, and it would be very difficult to fix I am not asking for this to be fixed immediately, and I hope that it will be fixed at some point in the future

what version does this happen on? i cant reproduce this issue on current lts or alpha v
@Sudospective All versions AlphaV has confirmed that it occurs in the Steam version
