REPENTOGON Incorrect behavior selecting random tainted character

Hitting random on the tainted character select appears to only pick tainted Lilith, even if locked when repentogon is installed

I had these mods installed:

crawlspaces rebuilt
enhanced boss bars
external item descriptions
extra options

planetarium chance
pre repentance brimstone sounds
range fix for bones and sword
set max scale
stats-plus
super metroid minimap
swing anims +
unintrusive pause menu
visible challenge unlocks

problem persists with all mods excluding repentogon uninstalled, tested in vanilla to confirm and it does not happen unless I have repentogon installed
