Mutiple stream selection doesn't invoke VP9 HQ streams

Describe the bug

Bydefault, piped comes with VP9 & AVC enabled. That itself doesn't pull HQ vp9 streams & only shows AVC streams. Same is true with AV1 + VP9. To fix this, I have to select single codec VP9 to expose HQ streams.

To Reproduce

1. Open incognito mode
2. Start playing a 4k video.

Expected behavior

When multiple selections done, VP9 should have higher priority than AVC & AV1, so that if > 1080p streams exist, piped should render VP9 streams. And if HQ streams doesn't exist, then AVC should be preferred.

Reason: VP9's < 1080p streams have very low bitrates than AVC, so if it's < 1080p, then AVC should be preferred, since it allows little more bitrate & less artifacts.

Ah, so that's why I did not see 4K listed at all... That's annoying..
