Shorts only playlists show up as empty

Steps to reproduce the bug

1. open a playlist which contains only shorts, for example this one: https://www.youtube.com/playlist?list=PLF_wpIRqZTyu-_d2nmMKYf4yI3J1SiNei

however, if it's a playlist which contains both shorts and normal videos, shorts in it will show up normally and plays fine, like this one: https://www.youtube.com/playlist?list=PLtdSPZNWT1AtmnPNqR5qIFPE1s3NiGbNh

also tested on Pixel 3 Android 12.
