Have you checked storage permission to the folder has been properly given where zip containing CSV from Google takeout has been placed, or even tried it placing in some other folder download/ documents or music vice-versa?
I added the information. There are no errors, it is only not possible to select the CSV file.

You haven't responded to this. I asked it because it can be a permission lost issue.
Anyway, please try looking for solutions in the other Google Takeout issues describing this problem.
Try a different file manager app like mentioned in #10759 along with other methods discussed there and in #8040 as well.
This is what I just did: I tried downloading a video with NewPipe, and this worked.
Then I placed the CSV file in the same folder where the videos are downloaded (because the permissions are there), sadly I had the same problem..
Had this exact same problem, and was trying everything to try and figure it out. Was reading through #10759 and #8040 as well, and reading through Reddit. Found out this is an issue when trying to import using Settings -> Backup and Restore -> Import Database, which I'm sure most people here were doing in error like I was. To import Youtube Subscriptions, you need to go to the Subscription tab in the app, and tap the 3 dots in the corner to bring up the import options. This worked fine to import from the Zip or from CSV for me.
Here's a couple screenshots for reference for everyone, in case they're going through the same thing:
