The “Start downloads” button always starts all the task in the pending list, no matter if “Limit download queue” is on.

Steps to reproduce the bug

1. Request some downloads.
2. Go to Downloads page.
3. Press “Start downloads” button in the up-right corner.

Expected behavior

According to the setting “Limit download queue”, start only the first download and add others into waiting list.

Actual behavior

All the download tasks start, which may cause network congestion.

It is a button with a triangle-shaped icon (which usually means “start play” in players). The button is invisable when your download list is empty.
