Unable to select download directory, reports saying SAF needs to be installed

SAF is a core requirement of file operations in newer Android versions. Harmony OS must have removed it. See if the steps here work for you https://github.com/TeamNewPipe/NewPipe/issues/8021#issuecomment-1193365782.
Otherwise there's nothing that can be done.
This problem of being unable to download has troubled me for a long time and has not been solved. Looking forward to help.

Installing any app as a system app is a challenging task. If you're able to do it successfully, it should work for you as it did for other users.
