ColorPalette not working

Leaves will not reflect color changes to blockstate issues, block colors are not applying on starting minecraft after the colors are loaded.

my reference only. Disabling the dirty check in code on the color palette will fix blocks when color palette is refreshed. But it should reflect when starting minecraft. Checked 1.12.2-5.7.1 it was also not working correctly there either. Need to make sure colors are loaded and blockmd's get cached when colorpalette is created possibly..
