New sklearn enabling changes

A new PR to get the changes needed for new sklearn. Combines #396 #397 #398 into one change.

Any update on when a new version of eli5 is to be released?

Thanks you! This were merged in eli5-org/eli5#2 and released to PyPI with v0.11
