[bug] weather rain and thunder have effects on the moon

Reproduction steps

When it rains in the overworld, some of it's effects can be experienced on the moon. The ambient light will suddendly get darker and hostile mobs can start to spawn and not burn in the day. This can be provoked both by natural weather and by /weather.

I think I have seen hostile mobs spawning when I wasn't expecting them to, but never made this connection. This explains it - good spot!

I think I might know how to fix mob spawning. I did not observe the changing light levels

I have a fix for this here. I was meaning to get back to it and see if there was anything else to do with the weather system that needed tweaking, but that hasn't happened yet.

I just tried something and a) it didn't work and b) it wasn't going to be as robust as what you did lol
