Improve warnings when resource IDs used that have no matching

I think it's minecraft:oak_stairs but I don't think the current warning does a check unless the mod id is specified

INPUT stairs FROM chest -- no warning
INPUT minecraft:stairs FROM chest -- warning about not exists

we want the first one to also warn
