Feature Request: VS - Allow CodeStream to load when no solution is selected

Specifically I would like the issues section to load (though I suppose "My Team" and maybe "Work In Progress" could be as well). I work in Visual Studio 2019 with ReSharper and sometimes unload my solution to do some quick git work. VS + R# is not always the fastest experience. Since I am still connected to git, I think all of the features in the "Issues" section can still function. Even if I was not connected to git, everything else except creating a branch could still work from what I have experienced.

While I don't have much experience in the other sections, I think "My Team" and "Work In Progress" might be able to function or partially function without a solution loaded as well. For me they are less important but I thought I would bring it up while I am at it.

I am using Visual Studio 2019 with Jira Cloud.
