create github action to build docker image

This is a simple workflow to build and push the docker image to https://ghcr.io (GitHub's docker container registry)

This might require changing this setting for workflows in the repository settings:

Before we start automating this sort of thing, I need to get my integration/unit test branch merged in. We'll put this on the back burner for a little but we'll get back to this (Hopefully soon)
