Filtering out preemptive bans

Preemptive bans, i.e. where a partner organisation decides to ban someone as a result of something that another server reports, can be a little problematic as it takes away from the principle idea that players banned on multiple servers have done multiple bad things on different servers.

Partner organisations could set up a second ban list to avoid this but it's more work for them to do this so not ideal.

An alternative I thought of was to filter out some reasons based on keywords/phrases, e.g. OWI player reports. Getting regexes to match on these well will be a lot of work and very difficult so this is also not ideal.

Kowlin from 56th's Discord suggested adding a flag people could add to reasons/notes to get them excluded. This is a good solution as it's a lot less worth than the above for both Partner organisations and us. Low uptake might make it less effective than the above, but at least it provides partner organisations with the option to filter the bans out.
