Add some LCE packets

Add various packets from LCE to help better document the game's protocol.

Also includes complete table of contents for LCE packets, just won't include page links for undocumented packets, instead putting a "TODO" in it's place.

Currently marked as draft since it's incomplete and shouldn't be merged

Nice!!! I should mention that a description for each packet would probably be a good idea (also it'll get indexed by Google)
