implement standard access keys for menus (in Windows) (e.g. Alt+F to open File menu)

What steps will reproduce the problem?
1. In TeXWorks, press Alt+H or Alt+F.

What is the expected output? What do you see instead?
Expected: underlines to appear under access letters for each dropdown menu item 
on menu bar, and Help or File menu to open. Similarly, each item on the open 
dropdown menu to have an underlined access letter.

Instead, the Alt is ignored and H or F is typed into the open file.

What version of the product are you using? On what operating system?
v0.4.5 r1280, on Windows 7.

Please provide any additional information below.

Even if access letters are not assigned for every menu item (which could be 
interlocked with localization issues), just allowing standard keyboard 
navigation of the menu bar via Alt (by itself), F10, arrow keys, Enter, etc. 
would be very helpful.
