That's very likely a bug with the v1 of Telethon (which has a [very](https://pypi.org/project/Telethon/#history) active development), I need to have a look at the v1 API to fix that
The current harpoon version works with Telethon 0.18.3. I have updated the requirements to force the usage of this version. You can also install it manually with `pip install Telethon==0.18.3`
It seems to be broken for now, the python API [here](https://github.com/CIRCL/bgpranking-redis-api/blob/master/example/api_web/client/bgpranking_web/api.py) does not work
