Switch to Home page when turning device on/closing an app

I'd like the option (possibly two options) to have my device show the page the user sets as their home page when their device is turned on. Currently, it turning on my device simply opens whichever page was focused on last. I'd also like it if it would go back to the homepage after closing an app/game

• including automatic closes, like retro arch quit on close content. Not just manually closing the app.

I think this would give our devices the option for a more console like experience, and would make the user experience more streamlined overall.
