non standard Latin characters in group name break CSV Request creation

If we use non standard characters ' – ' - longer dash or different char set as in Lëblaŋo, the New Request Spreadsheet page remains on the Loading screen and never advances. The files are actually generated on the file system. If we review the Requests page all files are displayed are Deleted (actually not true)

Also you can try with a different script in group name: প্রাথমিক Here we can either apply a group naming convention or handle all UTF characters
