import-archives command fails (due to new format of exports)

Current version: v3.20.3 Upgraded from: NA Issue on tablet and/or server: Server

Expected behavior

On a backup from a Device using Sync Protocol 1 should be able to be imported onto the server using the import-archives command.

Actual behavior

Due to the format of exports changing in the past few version from an array of all docs to split files of a changes feed, import-archives fails because it assumes it's an array of docs.

Steps to reproduce the behavior

Export from a Device using SP1, add to ./data/archives folder on server, try the import-archives command.

@chrisekelley Flagging this as a blocker we need a script to be able to import exported files. Please preserve the current script and create a new one
