Fix M3U issues

  • Always read as utf-8
  • Also scan for .m3u8

Does this mean i'll be able to keep all my playlists as .m3u8 files instead of the integrated format? This is exciting because it means that I can now properly sync my playlists between my phone and my computer

@rexendevar while I don't know the answer to your question, nowadays you can try running a development build.

Judging by the code, this should be implemented and already shipped in 7.9.0 or likely earlier, closing.
