[Feature Request]: est]: Tag Sort in "Manage Tags" & "Add Tags" Panels

Description

There is currently no way to sort tags in the "Manage Tags" and "Add Tags" windows. For me this is really annoying when I have a lot of tags that belong to different categories but show up scattered across the list, which makes the tagging experience feel not-so-intuitive sometimes.

Solution

Allow the user to sort tags in the "Manage Tags" and "Add Tags" panels for a more streamlined tagging experience. A simple dropdown would work, with the ability to sort alphabetically (the default state), reverse alphabetically, by category (the most important for me, so that tags in the same category show up together instead of scattered across the list like they are currently), and by tag color, just to name some ideas off the top of my head.

Alternatives

You CAN currently search by category and only tags belonging to said category will appear, however this requires you to actively remember all of your categories or else you might miss tags that would apply to whatever file you are currently trying to tag. This doesn't work for me because I like to go through to entire list to make sure I am adding EVERY applicable tag. This would be a lot easier with a "Sort by Category" feature.

I believe that this will be solved by the upcoming rework of the tag manager panel, which should include sorting options.

As mentioned under #771:

an expanded tag management window is planned for 9.6 and I'd like to have color sorting and grouping make a comeback along with that

Awesome, I'll be looking forward to that! I see in the milestones page that 9.6.1 is due Dec 1 (9.6 doesn't have a goal date), so does that mean that even factoring in delays that I should expect a 9.6 release hopefully by end of year?
