OSX 10.11.6 (15G31) XCODE Version 7.3.1 (7D1014) Same issue. Nothing happens when I start the app.
Is it because of notifications popping on your phone ? or switching from Pokemon Go to another app then switching back to Pokemon Go?
Happens to me as well with Safari on iOS.
The command mentioned by @TaunoTinits returns "unknown control 'video_bitrate'" for me.
