[FEATURE] Custom HTTP status code if Solr is unavailable

Is your feature request related to a problem? Please describe. EXT:solr currently sets HTTP status 503 if the Solr server or core is not available, see SearchController->solrNotAvailableAction().

Since there are use cases in which a status of 503 is inappropriate, e.g. because there are other perfectly valid contents on the page, the HTTP status should be configurable.
